Brussels Airport Noise Action Plan 2025 – 2029

The measures and actions in the action plan are divided into air traffic noise abatement measures, ground noise abatement measures, actions and flanking policy initiatives.

The measures for air traffic noise are further divided according to the four elements of the ICAO Balanced Approach. The following is an overview of the measures, actions and flanking policy initiatives included in the action plan:

  1. Air traffic noise measures: 1.1 Reduction of noise at source; Differentiated landing and take-off fees; Differentiated fee for ATC services; 1.2. Spatial planning measures; Construction of area program and mix of instruments; Operationalization and publication of regional town planning ordinance for acoustic façade insulation in the highly stressed region around Brussels Airport; 1.3. Operational noise abatement procedures; Low noise approach procedures – increased descent angle 1.4. Operating restrictions Reference Measure; Restrictions on the permissible noise amount per movement (QC restrictions); Prohibition of marginally compliant aircraft during the night period; Restrictions on the total noise amount of departing movements during the night period (seasonal quotas): Restrictions on the number of operations during the night period; Quiet weekend nights; Ceiling on the number of movements.
  2. Ground noise control measures: Construction of a final central test site with noise barrier; Noise barriers and screens; Monitoring system for APU use; Taxiing with 1 engine turned off; Where possible prohibition of reverse thrust over idle thrust
  3. Other actions and flanking policy: Continue Balanced Approach procedure; Implement the objectives of the CEM working group Stargate project; Communication and consultation; Continuation and optimization of noise monitoring by Department of the Environment Continuation and optimization of noise monitoring by BAC; Research health track Brussels-National Study ‘Spatial planning and management as part of the balanced approach to tackle the noise problem at Brussels-National Airport: Comparative study of European airports and evaluation of Flemish proposals’; Adaptation of sectoral conditions of VLAREM Hst. 5.57; Enforcement of permit conditions; Follow-up and evaluation of measures and actions;

Expected results of the implementation of the action plan: the expected result of the implementation of the present noise action plan could only partially be calculated.
