The authorities are not happy with complaining citizens. They will be surprised if you want to help them. For example, citizens in Amsterdam joined forces and decided to ask their alderman what problems she experienced with the ever-growing airport. This created a dialogue and trust. Then citizens could help write an important memorandum to reduce the nuisance and the number of flights. Amsterdam is now an active shareholder instead of a docile one.
